First Step was established in July 2000 by Peter White OAM, with assistance from Dr Simon Rose and Tim Costello AO, in response to the urgent need for low-cost, effective treatment for people affected by heroin addiction during Victoria’s heroin epidemic.
Today, First Step has evolved into a for-purpose addiction, mental health and legal services hub in St Kilda, Melbourne, supporting more than 1,800 people each year. Its integrated model brings together GPs, psychologists, psychiatrists, lawyers, mental health nurses, care coordinators, counsellors and psychosocial supports to help people facing complex challenges.

In 2025, First Step moved into new premises on Mitford Street, creating a welcoming, dignified environment with services brought together under one roof. This reflects its broader mission: not only supporting people with addiction, but also those experiencing mental distress, legal issues and other barriers to stability and wellbeing. This grant assisted First Step in their move to their new property.
